Impact monitoring of programmes managed by the Austrian Research Promotion Agency (FFG)

The impact monitoring of RTDI funding for Austrian companies and research organisations, managed by the Austrian Research Promotion Agency (FFG), assesses direct impacts of the funded projects on RTDI inputs, behavioural changes, and outputs as well as their current needs. The results of the analysis serve as an input for the further development of the funding portfolio.

The objective of the evaluation is an overall view of the implementation of HORIZON 2020 and ERA in Austria, complemented by the European initiatives EUREKA, COSME and EEN. For that matter the evaluation focuses on the analysis of the design, the alignment and the implementation of the different measures in the context of efficiency and effectivity. The evaluation is based on a broad range of different methodologies and is implemented by AIT, Joanneum Research, KMU Forschung Austria and ZSI.

Interim evaluation of the RTDI-programme “Mobilität der Zukunft”

The interim evaluation analyses the quality of the mission-oriented RTDI programme „Mobilität der Zukunft“ (mobility of the future). Main focus of the evaluation is on the analysis of the programme design and the processes with special attention to the learning processes within the programme.
The output and the preliminary outcomes of the programme are reviewed compared to the objectives (targets and indicators). At the same time indicators of the programme selected for an internal impact assessment are evaluated. The evaluation is based on a mix of qualitative and quantitative methods.

Kreativwirtschaft und Internationalisierung

The study presents the extent of internationalisation of the Austrian creative industries by means of meaningful indicators and contains an analysis of the potential and the obstacles of the creative industries relating to different dimensions of internationalisation. The potential of the creative industries in the international market is illustrated by showing Austrian corporate case studies. In addition, the study includes the presentation of international policy approaches with regard to the development and design of internationalisation strategies for the creative industries.

Support measures for long-term unemployed persons in selected European countries

Long-term unemployed persons represent a main target group of labour market policy as they entail various hampering factors with view to a reintegration at the labour market. On the one hand financial/social support has to be provided, on the other hand tailored measures have to be designed. In the framework of this study active and mainly passive support measures for long-term unemployed in selected European countries are analysed. These measures are compared with the Austrian support instruments.

Evaluation of the BRIDGE programme

The BRIDGE programme funds basic science research projects at universities and other public research organisations that already demonstrate realistic application prospects. Thus, the BRIDGE funding shall facilitate the transfer of basic science results into industrial applications.
Companies participate in these projects financially or non-financially by providing equipment and guidance to the research institutes. The evaluation focuses on the difference facets of impacts of the programme and on the more recent modifications in the programme design during the period 2009 up to 2016.

Evaluation of public procurement in support of innovation

The evaluation aims to analyse the status quo of the implementation of the 2011 public procurement in support of innovation initiative. Furthermore, the analyses will help to develop an understanding of the current framework and governance mechanisms and their effect on the implementation of the actions included. The evaluation is based on a variety of quantitative and qualitative methodologies and will develop recommendations for improvement based on an international comparison.

Evaluation and impact monitoring of CTI Entrepreneurship

The goal of this accompanying evaluation of the CTI Entrepreneurship Programme to support high-tech start-ups is to assess its design, implementation and short and medium-term impacts. For the latter, we apply models from social psychology to assess the impact of individual training modules and accompanying measures on start-up activities and the performance of nascent enterprises in a complex environment of varied support structures across Switzerland.

The survey comprises the quarterly presentation of the economic and business cycle situation and development of ten industries of the Austrian construction-related trade: stonemasonry, roof covering, glazing, tinsmith, pottery, painting, carpentry, building completion, timber construction and floor covering. The business cycle indicators are turnover and price development, investments, insolvencies, unemployment figures, order situation and work to capacity, assessment of the business situation, order expectations and human resources planning.

The Austrian Trade 2017 – Facts, Figures, Analysis

The publication “The Austrian Trade 2017 – Facts, Figures, Analyses” provides comprehensive and most recent data on the trade in Austria, but also by retail trade sectors (including selected retail trade industries), wholesale trade and the automobile sector. The compact reference guide in A-5 format is structured as follows: (1) structure of trade, (2) trade as employer, (3) output of trade and (4) the economic situation in trade. The special topic 2017 provides a comprehensive comparison between trade and other central economic sectors in Austria. Statistical data of well-known institutions (Statistik Austria, Eurostat, etc) as well as recent research results, database analyses and projections of the Austrian Institute for SME Research build the basis for the different analyses.

Inclusive entrepreneurship 2017

The study examines policies and programmes in the field of inclusive entrepreneurship (target groups: youth, women, seniors, unemployed, migrants and people with disabilities) in Europe. Improving Economic and Policy Knowledge in the Field of Sport Related Industries with particular focus on the Sporting Goods Sector

The study aims at improving the economic and policy knowledge of the sport-related industries, in particular the sporting goods sector. Besides an overview of the sport-related industries, it includes a definition of the sporting goods sector, a collection of economic data (based on statistical data, survey, interviews, case studies), a methodological guide for future data collection, and an assessment of the competitiveness of the sector (SWOT analysis, validation workshop, and recommendations). The study shall help the industry make business decisions based on accurate information, and policy makers engage in evidence-based policy-making.

The situation on the labour market for specific population groups (low skilled persons, migrants, 50+, etc.) becomes more problematic. One of the political solutions is early intervention. To draft such measures effectively the study analyses early intervention measures in Germany and draws lessons learnt for Austria. Methods applied are literature and document analysis, expert interviews and case studies.

Förderungs- und Finanzierungskonditionen für schnellwachsende und forschungsintensive Unternehmen in Österreich
The role of direct R&D subsidies for fast growing and research intensive enterprises in Austria

The first goal of this study was to investigate the relationship between R&D activities and enterprise growth as well as their dynamics in investments on the basis of different databases (CIS, WIFO, etc.). The second goal was to analyse in detail the characteristics of R&D projects implemented by high growth firms (HGF), the project outcomes and the role of direct support. The basis of this analysis was the monitoring database of the FFG (Austrian Research Promotion Agency) as well as the impact monitoring database of the Austrian Institute for SME Research, complemented by case studies. This resulted in a report that pointed towards a specific need to support potential HGF not provided by the FFG portfolio so far.

Screening of regional skills demand and supply in Upper Austria

This project analyses and assesses the labour market situation and development (labour demand and supply) at the level of occupations and qualifications in the regions of Upper Austria. This is done based on an in-depth analysis of regionalized labour market and educational data, and regional focus groups. The results serve as a basis for policies and initiatives to improve matching on regional labour markets. Indicators for capturing the impacts of subsidy programmes administered by the Austrian Research Promotion Agency (FFG)

The goal of this study was to identify valid indicators to monitor the impacts of the heterogeneous programme portfolio of the Austrian Research Promotion Agency (FFG). We developed intervention logics for the various support instruments of the FFG and employed a participative process to include the needs of different stakeholder groups. The result of the study is a set of best practice indicators, structured along the intervention logics and across the broad portfolio of the FFG, which represents the basis for the impact monitoring of the portfolio.

Einzelhandel – Quo Vadis?
Retail – quo vadis?

Retail trade is a main employer in Austria and also in Upper Austria. Every tenth employee in the Upper Austrian economy works in retail trade. Although there are structural changes, retail trade is (still) a stable employer. Trends and developments however indicate changes in retail trade with effects on the employment situation. Fundamental shifts in retail trade (keyword: internet retail trade) change the demands for the staff, and exactly these shifts and the high importance of retail trade as employer suggest a detailed discussion on the effects of central retail trade trends on the employment situation.

Evaluation of guarantees of the austria wirtschaftsservice (aws)

The objective of the evaluation was to obtain information about the effects, the governance and the accessibility of the guarantees provided by the aws. Based on that, recommendations for potential improvements have been developed. Next to document analysis and analyses of monitoring data, two online surveys (with bank representatives and companies) as well as a control-group comparison based on the balance sheet database of the Austrian Institute for SME Research have been implemented.

Cleaning sector in Austria

The cleaning sector is characterised by a few peculiarities regarding competition, bureaucratic costs etc. while significantly contributing to the Austrian economy. Start-ups are a special form of enterprise foundation with potentially positive effects on overall economy, e.g. innovation impulses, growth and employment effects. In Austria as well as at EU level start-ups are high on the policy agenda and receive considerable media attention. Beyond this background the Austrian Institute for SME Research carried out a study to formulate a definition of start-up enterprises and to make a first estimation of the number of start-ups in Austria. Indicators for capturing the impacts of subsidy programmes administered by the Austrian Research Promotion Agency (FFG)

The goal of this study was to identify valid indicators to monitor the impacts of the heterogeneous programme portfolio of the Austrian Research Promotion Agency (FFG). We developed intervention logics for the various support instruments of the FFG and employed a participative process to include the needs of different stakeholder groups. The result of the study is a set of best practice indicators, structured along the intervention logics and across the broad portfolio of the FFG, which represents the basis for the impact monitoring of the portfolio.

Competitiveness of cultural and creative industries for growth and jobs

The study focusses on the analysis of the competitiveness and economic relevance of the European cultural and creative industries (CCI). It includes an overview on the most important indicators regarding the economic situation of the European creative industries and analyses the necessary framework conditions to guarantee an ideal future development beyond the background of trends and de-velopments. The study includes 5 detailed cased studies on national and 10 on regional strategies/initiatives to support CCI and derives central factors for policy learning and further recommendations for possible actions for an EU-wide CCI strategy.

Retail traders – Study on entrepreneurship in retail trade

The first study on entrepreneurship in retail trade – on behalf of the Federal Economic Chamber, department for trade – analyses the reasons for enterprise foundation, the strategies, level of contentment and future development plans of the retail traders. The main reason to start an enterprise is self-realisation, strategies focus on the long-term. The level of contentment regarding self-employment in retail trade is high – and low regarding bureaucracy. Digitalisation is the main topic for future. The report was published in three parts and is based on the comprehensive study of the Austrian Institute for SME Research called “Ein neuer Blick auf das Unternehmertum”.

The 7th edition of the study “Distance Selling – Consumer Behaviour 2016” analysed the shopping behaviour of the Austrian population regarding the classic mail-order business as well as in internet retail-trade. The main indicators were the number of Austrians, buying via distance selling, expenditures as well as the development over a time period. Furthermore, the main focus in 2016 was on the dynamic development of smartphone-shopping. New topics were the detailed analysis of the return rate and consumer satisfaction with the speed of delivery.

This study developed a conceptually and empirically sound model to capture the social effects caused by subsidy programmes to advance mobility research. The empirically validated model, including a definition of indicators and methods to be used, contributes not only to the conceptually underdeveloped question of how to capture social effects of research and innovation programmes, but is also able to draw lessons for future programme designs. This is especially true for mobility research, but it is also possible to derive learnings for RTDI programmes in general.

Interim evaluation of the programme “Innovation Voucher Plus”

Innovation vouchers enable enterprises to engage with research institutions on the basis of a non-refundable subsidy for their services to a maximum value of either € 5,000 (Innovation Voucher) or € 10,000 (Innovation Voucher Plus). This interim evaluation tested whether the initial hypothesis for the creation of the Innovation Voucher Plus was valid, i.e. that there was a substantial number of Austrian SMEs that needed scientific support beyond the scope of the Innovation Voucher for being able to engage with R&D more seriously. The focus of the study also went beyond the immediate impacts in businesses by investigating the basic intervention logic, how the voucher can be seen against the Austrian support portfolio as well as other international applications, and which design features need to be improved in the future.

Within the evolve strategy of the Federal Ministry of Science, Research and Economy the Austrian Institute for SME Research, the Centre for European Economic Research and the Institute for Advanced Studies prepared the Sixth Austrian Report on Creative Industries. The thematic focus 2015 is “Creative Economies and the Market”, whereas it especially concentrates on enterprises and the public sector as clients of creative services. The Austrian Institute for SME Research analysed the economic importance and business cycle development of the creative industries at nationals as well as regional level.

The primary objective of the initiative klima:aktiv was to introduce and promote climate-friendly technologies and services. The initiative was divided into four thematic clusters: Building, Energy Efficiency, Mobility, and Renewable Energy. The evaluation analysed internal and external effects, assessed strengths and weaknesses of the main activities and identified options for the further development of the initiative.

The use of validation by enterprises for human resource and career development purposes

Situation of SMEs in Austria

The report on the situation of SMEs in Austria includes data on the structure and development of Austrian SMEs and shows the variety of SMEs (creative industries, family businesses, etc.). Another main focus is on measures and programmes - following the Small Business Act structure - to promote medium-sized enterprises. Every second year the report is presented to the Parliament by the Federal Ministry for Economy, Family and Youth.
