The Research and Technology Report provides information on research and technology policy issues by analysing current developments and trends. Another component of the report is an annual review of the eleven key research and research funding organisations, which provides a systematic overview of publicly funded research funding and implementation. The report will be produced annually until 2026 as part of a consortium.

Resilience and technological sovereignty in RTI-policy

In the face of crises, geopolitical tensions and far-reaching structural changes, security, resilience and technological sovereignty have become increasingly important in research, technology and innovation (RTI) policy.

Alongside the established objectives of research, technology and innovation policy, this year’s thematic chapter focuses on ‘open strategic autonomy’. This aims to reduce critical one-sided dependencies without calling into question the benefits of open markets.

These developments have a direct impact on RTI-policy. They call for resilient systems that can absorb shocks, adapt to changing conditions and remain functional in the long term. This requires adjustments to strategic priorities and governance structures in order to gear RTI-policy towards long-term transformational capacity and the ability to act effectively in times of crisis.
