The Upper Austria Regional Report is produced annually as part of the monitoring process for the Upper Austrian research and economic strategy #upperVISION2030. For the year 2025, our senior researchers Eva Heckl-Marolz and Karin Gavac carried out the data analysis with the support of Svetlana Pischikova.
The data analysis contains key indicators on the Upper Austrian labour market, the economic situation in the province, and the research and development sector and shows how these compare with the rest of Austria and other provinces.
In 2025, 690.961 people were in paid employment in Upper Austria. This means that 17.4 % of Austria’s employed workforce is based in Upper Austria. Only Vienna has a higher proportion, at 23.5 %.
In 2024, the gross regional product stood at €82,5 billion, accounting for almost 17 % of Austria’s gross domestic product. Only Vienna contributed more, with €124,9 billion, or around 25 %.
Upper Austria maintains a steady R&D intensity of 3.5 %. Expenditure on research and development amounted to €2.843,5 million in 2023, representing a 17.4 % increase compared with 2021.
